As I understand it, launch is planned for December 20 at 1:02pm local time in Bolivia, which means December 21 at 1:02am in Xichang or December 20, 1702UTC

Live broadcast via Bolivia TV is planned.

MEXICO CITY, Nov. 28 - RIA Novosti, Dmitry Znamenskii. Bolivian President Evo Morales will personally attend the launching ceremony of China's territory with the first Bolivian satellite "Tupac Katari", scheduled for December 20 this year, said on Wednesday the Minister of State for South American country Juan Ramon Quintana.

The launch will not be affected by the CBERS launch failure and is still on track for launch on December 20 GMT - in fact the Bolivians are planning a party in La Paz for the launch! (and president Evo Morales will head to Xichang for the launch)

Also - is there no commonality with the CZ-4 third stage that would cause a delay due to the last launch failure?
