Thanks for tip from Fuji - looks like we have some of the parts of the next white stork-in-breeding in TNSC since October 15!  ;D (wonder what parts have arrived so early in the processing phase - presumably pallets for the unpressurized section?)

Workers inside the high bay of the Space Station Processing Facility at NASA's Kennedy Space Center in Florida lift the orbital replacement unit for the space station's utility transfer assembly before placing it in a shipping container. The assembly, which was processed at Kennedy, will be shipped to Japan at the beginning of the year for the HTV-4 launch, which is currently scheduled for 2013.

Inside the Space Station Processing Facility at NASA's Kennedy Space Center in Florida, workers have prepared the orbital replacement unit for the space station's main bus switching unit to be placed in a shipping container. The unit, which was processed at Kennedy, will be shipped to Japan at the beginning of the year for the HTV-4 launch, which is currently scheduled for 2013.

As you can see, the MBSU does not have its usual thermal cover installed. This is because it will be launched without it.

MBSUs can be completely removed and replaced on-orbit by Dextre, however if the spare unit has its thermal cover installed, then this becomes impossible since the cover must be removed by spacewalkers first - and so the thermal cover alone requires an EVA to be performed to R&R an MBSU.

Thus, launching the MBSU without its thermal cover will allow it to be R&Rd using Dextre in the future.

Don't the installed MBSU have its covere installed? Isn't this more about dexter being able to remove it from the HTV without an EVA?

No, installed MBSUs do not have thermal covers installed.

Dextre could remove the MBSU from the HTV even with its thermal cover installed, since it would use the FRAM micro-fixture. However, for Dextre to remove the MBSU from its FRAM carrier plate, the thermal covers need to be removed, as they would otherwise cover up the two micro-fixtures on the MBSU itself (that drive the H1 and H2 bolts).

No, I don't think the HTV delay is related to the ATV slip, as the HTV delay was known about before the ATV slip.
