Could be that they aren't prepared to do a COLA in the early tests and so if that potentially might be necessary, then they just choose to scrub.

Yes, but you only need to wait a few seconds for the path to clear. With a four hour window, that should not be a problem.

A COLA is simply a cut-out in the launch window when the trajectory takes the vehicle too close to another orbiting object. It isn't a maneuver. What you're thinking of is most likely a CCAM (Contamination/Collision Avoidance Maneuver) which is something some upper stages does to clear the payload(s) after separation. But that has nothing to do with COLAs.

First time I’ve ever seen orbital traffic used as a partial reason to scrub a launch.
