You are right but you hardly hear any mishaps on the ISS so when something like this happens it's remarkable.

This happens to be coincident with a shuttle mission, otherwise it wouldn't have been on NASA TV unless it happened during the normal weekday, hourly coverage.

Mike Suffredini says that after the initial possibility of a smoke event, it was toxic leak event -- a liquid KOH (potassium hydroxide) leak, which they classify as a toxic irritant.  They declared a spacecraft emergency in order to get TDRS priority...

Couple of other notes from Mike Suffredini: the crew wasn't scheduled to be working on the Elektron (possibly a translation issue from something Pavel said) and they reported being able to smell it in the U.S. Lab.

Suffredini also said that the particular Electron had been in a dormant state for quite a long time (4 months if I heard right) and that it's difficult to start up again. That machine isn't the one that has caused problems before, it was the other spare Electron. These machines are always mentioned in the status reports so I automatically think of them as troublesome.

Don't remember hearing it that way, but it should be fairly straightforward to review the ISS status reports on L2 to determine Elektron status.
