The above information indicates public viewing will not be allowed closer than an absurdly far 10 miles, at least with a view.My gut feeling here, is they are overly concerned with people clogging up small streets or treading on private land, so the solution is to direct everyone to a wide open area (by comparison) despite it being so far away.
